The law in California, in plain English

Legal sports betting in California takes a constitutional amendment approved by voters. Article IV, Section 19 of the state constitution limits gambling, Proposition 1A (2000) gave tribes the exclusive right to run casino gaming, and Penal Code section 337a makes bookmaking a crime, so there is no state sports betting regulator and no licensed sportsbook. Proposition 26 (in person, at tribal casinos and racetracks) and Proposition 27 (online) both failed in November 2022. Nothing is on the 2026 ballot; the California Nations Indian Gaming Association says the tribes are preparing a measure for 2028.

Warriors fans can use federally regulated prediction markets. Novig, a CFTC-designated exchange where you take a position at a price set by other traders, is available in California, as are Kalshi and Polymarket US. On Sept. 16 the Ninth Circuit ruled in Blue Lake Rancheria v. Kalshi that Kalshi's sports contracts are likely unauthorized gaming when traded from the plaintiff tribes' land, and Kalshi has since switched them off on three tribal reservations. That ruling covers tribal land, not the rest of the state. Attorney General Rob Bonta has sided with the tribes in court, and this page is rechecked after any ruling.
